John B. Draper focuses his legal practice on water rights issues, including New Mexico and interstate water rights. He has represented states in the US Supreme Court continuously since 1991. Currently, he serves as counsel in interstate suits for Montana on the Yellowstone River and for New Mexico on the Rio Grande.
Louis W. Rose has practiced environmental law, including water quality law, for more than 35 years. He has been an active participant before the Water Quality Control Commission in permitting and rulemaking since 1977. He currently represents clients in permitting, groundwater remediation, rulemaking and enforcement matters before state and federal agencies.
Tom Blaine is New Mexico`s State Engineer. Previously he was with the New Mexico Environment Department as the Division Director of the Environmental Health Division. He has a very diverse engineering background with special emphasis on Water and Wastewater, Groundwater Hydrology, Surface Water Hydrology, Contaminant Flow in Groundwater, Highway and Roadway Design, and Intelligent Transportation Systems. As the Division Director of the Environmental Health Division, he was responsible for the Environmental Health Bureau, the Construction Program Bureau, the Drinking Water Bureau, and the Hazardous Waste Bureau. He has been a registered Professional Engineer for over 30 years. State Engineer Blaine has spent half of his career in public service and half in the private sector.
Butch Tongate was appointed by Governor Susana Martinez as the Acting Cabinet Secretary of the New Mexico Environment Department (NMED) in August 2016. Prior to accepting his current position, he served as the Deputy Secretary. During his 23 years with NMED, Mr. Tongate has held a number of positions. He started with the Solid Waste Bureau as the State Recycling Coordinator in 1993 and later managed the bureau’s permitting program. In 2000, he was promoted to Bureau Chief, where he served until 2003. After a brief stint as a Special Projects Officer in the Administrative Services Division, Mr. Tongate was asked to serve as Chief of the Occupational Health and Safety Bureau, a position he held until April 2011. Mr. Tongate was then promoted to Director of the Environmental Protection Division, overseeing the operations of five bureaus within the Department. In October 2011, Governor Martinez appointed Mr. Tongate as the Deputy Secretary.
