It has been another transformative year of CEQA legal, practice, and policy developments!

2016 brought no shortage of significant issues to the practice of CEQA. Practitioners struggled

to define the implications of recent blockbuster Supreme Court decisions on categorical

exemptions, greenhouse gas (GHG) significance thresholds, and exposure of project residents

and users to existing environmental hazards.

Plus, once again the appellate courts have published numerous CEQA decisions that change

how CEQA is practiced, for example, how EIRs must consider energy impacts. The legislature

also heavily debated whether CEQA has a role in stopping affordable housing projects and if

these projects should bypass CEQA review with “by right” approval.

The annual CEQA Conference will again focus on the timeliest topics with high-caliber sessions.
